Dell X5 screen coordination problem. Please Help!

Everytime when turn on the Pocket PC from soft shutdown or after pause for moment, the OS (WM2003) does not track the coordination of where you point to correctly. For Instance, if point at the start menu, then NEW (on the bottom panel) react. Or, if point at 1 at the password screen, the clear react. It seems to me the entire coordication shift up half or more of the original position. Weird. Please help !

Is reinstall the OS a good idea ? How to do it ?
