Yeah, they are called "Honeypots".
I use pocket winc from cirond.com . Its not exactly freeware, but you can downloada 30 day free trial. I purchased it to check signal strengths (and security) of wifi networks that I set up. Pocket winc can be set to scan continually or in preset increments. Basically, you are only limited by your battery life.
Disclaimer: I do not make a practice of jumping on open networks, but I have noticed a SIGNIFICANT number of open networks around where I live. Pocket Winc has actually helped generate more work for me when I go to a business and tell them that their network is open and I will be glad to secure it....for a fee. -_-
