Is there a software for pocket pc which enables a full screen view of web pages on pocket internet explorer?

Yes, Thunderhawk Browser is a good browser, but it costs 50 bux a year.

Two comes to mind right away ...SPB Pocket Plus and Bitsteam ThunderHawk.

You can also use ftxpbrowser, it is freeware and it has an (almost) fullscreen view (about ten pixels from the top are reserved for tabs).
