If you look a couple of threads down in the X51v forum, you'll see a very similar message from me. I understand your frustration.
Just to be sure, and no offence intended, your comment "blinks green" doesn't refer to the Axim itself? You do mean the GPS? The Axim green light is wifi.
It took me almost two weeks to get mine (an i-Geo Pro, not Dell) to work originally, and an hour when I upgraded my opeating system and had to reinstall my apps. In the end I managed it by accident, and I know that the settings are different from those I had before. Here's my settings...
Settings/System/External GPS - Programs tab, GPS program tab Com3, Hardware tab GPS hardware port com7 Baud rate 4800, Access tab Manage GPS automatically ticked.
(Don't know if this is related, but for completeness...) USB to PC Enable advanced network functionality ticked.
Connections tab/Bluetooth - General tab Current profile Default, Accessibility tab Accessibility Allow other devices to connect ticked, Other devices can discover me ticked.
Services tab - File transfer Enable service ticked, Information Exchange ticked, Serial port ticked Advanced button Ports Inbound COM Port 7, Outbound COM Port 8 (all other check boxes I didn't mention are blank).
I'm on WM6.1, so some of the options above may not be in your list, but the bottom line is that you will make it work as long as you have the patience not to hurl the damned things against the wall... (I got close).
