Anyone here design mobile apps with Visual Basic

I have been looking for a way to design some apps for my Axim X5 using visual basic and I seem to keep running into walls. I have tried some programs like BasicCE, Zeus Lite, etc but none have the easy of the actual VB language. I have also found that Microsoft realeased a Windows CE Toolkit for Visual Basic 6.0 which Is something I have been trying to download or just find to buy but all of the links of microsofts website seem to not link to anything useful.
Does anyone know of a way that I can design visual basic apps for the windows mobile platform with the ease of using visual basic 6.0? all information would be greatly appreciated.

I had thought that the .NET framework would do this.

Am I off base with this? Or is it nonbackwards compatible?
