Changing the text size on the today screen is an option in PPC2003SE and later and not available in PPC2002 or 2003. As Mahstah suggests, you may need to get a 3rd party application.
However I did note that you are using ROM version A00 which is VERY old. I would suggest you upgrade to A04 via Dell.com or even try to get a version of A05.. A00-A04 are PPC2002, A05 is PPC2003, so a little newer and has more features. A05 was an upgrade sold by Dell for a very short time and can now only be obtained via downloads on the web or via Ebay.
