Since it is only has 15 minutes of use, have you tried a Hard Reset? This will set the device back to factory specs and software/OS.
If that does not work, than you may have a defective monitor and would need to get a replacement.

All I can say is be patience and contact Dell.
That happened to me when I received my iPaq 3670. When I turned on my device, I experience the same problem ...white screen with blue lines.
All I could do was contact Compaq at that time. They've got me a replaced right away.

As an aside to try to cheer you up.......I have read on various newsgroups that Dell gets replacements out very fast. One person last week had to get a replacement, he was told by Dell to expect shipment in 10-12 days, he received it the next day.

If you placed your order online, it will tell you that they have an overnight replacement somewhere in the ordering process.
I placed my order online, and saw it.
Duckman and I are just trying to make you feel good. :lol:
By the way ...with my iPaq, I waited three months before I received the device, and when it arrived, it was DOA. I had to forced them to ship me a device right away, and that I wanted it to arrive on Monday ...which it did. A week after that, I received a huge umbrella from Compaq.

Sounds like the screen's LCD connector (inside) got pulled out somehow, or came loose. This happened on my first iPAQ, and when I tryed to fix it, it all was working, but then I accidently broke the little black 'clip' that holds it down.  when that happends, the only way to fix it is, to get a new motherboard, or have some techs put a new screen connector on the board.
Anyway, with the screen connector out, the usually are a bunch of horizontel lines, about 3mm high each, and are different colors, correct?
The best thing to do would be what the other guys said, just call Dell and get a replacement.

And to cheer you up some more. Call at about 4:30PM EST. That's what I did and didn't wait but about 30 seconds.
Also I am the guy that was told it would take 10 days to 2 weeks. I ordered the replacement on Friday was told 3-5 days. Called that next Monday to check on the order (I have dealt with other computer co.s before) and was told that they were back ordered and mine would now be 10d-2w and got it that Wednesday. A 4 day turnaround counting the order and delivery dates as one day each!
They don't know how they do it, but Customer Service does the delivery thing well. And the replacement was noticeably better...not perfect, but better.
