The Axim uses a Li-Ion type battery, and that type of battery doesn't have what you call a "memory effect". It is the same type of battery that laptop uses. I wouldn't worry about your device exploding.

Yes you can leave it if you want to.

Will the axim battery begin to lose its ability to charge over time? Is it harmful to charge it before needed, or should you charge it whenever you can?

You should charge it every chance you get. All batteries lose their ability to charge over time, but the one in the Axim lasts longest when not allowed to drain excessively.

I have had to replace one (bought in December) and now the next one is going down. Dell says it was the battery the first time...now I am not so sure.

When at my office, mine is on the charger/cradle. This can be for hours at a time and many days in a row. I have not noticed any decrease in the battery's performance since purchasing back in December.
