What it means that you can use the device with with any cell phone provider out there as long that they use a SIM Card.
For instance ...my T-Mobile Pocket PC Phone Edition can only be used with T-Mobile. If you try to insert a SIM Card from AT&T Wireless, it would not work.

but what does that have to do with the phone? I understand the sim part.. its a seperate entity from the phone... a unique identifier for your number/account with that wireless provider. So the way i understand it is that if you have a phone from any wireless provider that has GPRS capabilities (GSM), all you need to do is pull ou the sim, insert it in this CF card, and wham bam thankyou ma'am you have a smartphone. OR if you dont have a phone, you can go to any provider and buy a SIM card, and a subscription. IE. NO PHONE NEEDED.

You got it ...now my question is, would the providers allow you to get just the SIM card.

I work for Cingular Wireless... if you want to just buy a SIM its $25 if you already have service. If you pass credit, you can get just the SIM with a plan (you might as well just get a phone since the SIM is provided). Data packages start at 6.99/mo for 1MB DL, wich i believe is free for 3 months.

The easiest thing is to just go with the program - take a free phone - or one they give you $10.00 to take. Remove the SIM card from the phone and use it in the GSM/GPRS card. Put the phone in the drawer for a rainy day.
Unlocked card - Means any GSM card anywhere in the world with work - Not like the device from T Mobile that only works with a T Mobile SIM Card or ATT with ATT. Unlocked means it is not locked to the provider that gives a subsidy for their particular product and hense will not allow use with othe providers service.

Here is how subsidy locking works:
Each Cellular provider gets their phones from whichever company (Nokia, Motorola, SEricson, etc.) The phones come LOCKED to that provider I.E. you CANNOT get a phone from T-Mobile, and then go buy an AT&T or Cingular SIM card and use your phone with their service. ONLY the phone is locked to the provider. The SIM card may be used in any device that is either associated with the provider OR with a GSM phone that has been "Unlocked" (the subsidy unlocking code was entered or cracked). I have several phones, and play with all the phones at work, all i have to do is swap out my SIM each time. Make sense? THIS is also why you cannot use your T-mobile phone and go get Cingular's service.
