Continuing to look into things; checked the help and support information on my computer. USB device connections, yielded something that says: "The first time you connect a USB device, the "Found New Hardware" message is displayed in the notification area, at the far right of the taskbar."
This isn't the first time I've connected this device. It's been connected via ActiveSync before. So, maybe the computer is confused. It's not a new device, but it doesn't have a standard connection set-up for USB.
Still searching for a way to do that.
