Must battery cover be on to power up?

My x51 will not power on. I went online to Dell support and walked through possible solutions with no luck, so they sent me a refurbished x51. That one won't power up either. Both x51's will charge to full green light. I am trying to figure out: Is it my charger? Or, is it the fact my battery cover is MIA? The latter doesn't seem logical to me, but I wanted to get some opinions before I take any next steps. Maybe the cover is necessary to power up?? [BTW, I do have the battery lock in the on position when I attempt to turn it on.]
