For the first problem, did you try leaving the phone in discoverable mode? Most problems are on the receiving side for networking. A device can usually send by default, it's a matter of if the receiver can receive considering security options.
For the second problem, you need to check with your wireless carrier for whether they allow you to dial out, and the right settings to put into the Axim for it. You can dial out over bluetooth with the built-in tools on the Axim, under settings-->connections-->add a new modem connection. Check your phone options too, you may need to set the default incoming connection to Bluetooth, my phone requires this.
