It's difficult to guess when you are not specific. You should also use the manufacture's default settings.
Try this:
GPS Program Port: COM4
GPS Hardware Port: COM1
Baud Rate: 4800
(appears low, but should not be a problem)
Have you tried Mahstah's suggestion? ... disabled GPS management (set program/hardware com port to (none) and uncheck manage GPS).
Its important that you let others know what you have or have not done.
In the manual, to connect, you press & hold your device & select Connect.
You should also check with the manufacturer for driver update (if any).
You mentioned about corrupted serial entry. Since you mentioned, here is the fix, to the corrupted COM1. It will ONLY fix corrupted COM1 & nothing else.
1. Use/start a registry editor on your AXIM.
2. Go to:
HKEY_LOCAL_MACHINE\Drivers\BuiltIn\Serial
3. Look for a key FriendlyName with the data Se?a ?a?d? st? COM1:
4. Change that broken string to:
Serial Cable on COM1:
5. Exit the editor using File/Exit.
6. Do a Complete Power Off ... your Axim.
After you restart, you should see "Serial Cable on COM1".
Is your BT working ... can establish partnership?
Your TomTom settings are good.
If you have a problem or any other problem, ask directly. An indirect question will lead to an indirect respond, i.e. mislead.

On my PDA, the BT settings are as follows now
BT GPS (COM 8)
Incoming port (COM7) -----------> was under the impression that I had set outgoing as above and that 7 will be incoming, and will read like this BT GPS Incoming (COM7) or something to that effect
New outgoing Port
In my GPRS setting on PDA I have the following
