I agree with you that it is impossible to use/create a single port for both incoming & outgoing signals.
I believe Supercow was confused ... his statement "My PC is currently set to COM port 7, and the only other option is COM port 8 for both incoming and outgoing."
Sounds like he "thought" that he cannot use COM7 bcos his desktop is using it. All he has to do is set his incoming & outgoing ports opposite each other.
He is thinking of opening more ports. He is not aware that he can re-use both ports (7/8) for each different partnerships.

Just to clarify your post:
1. Are you thinking that since your PC is using COM7, you can only have COM8 for both IN & OUT ports?
2. Are you trying to create another port because COM7 is used by PC; and COM8 if used for INCOMING, you need 1 more for OUTGOING (i.e. COM9)?
The ports (COM7, COM8) that you set up in your Axim, is for the Axim only.
It has nothing to do with your PC (desktop).
You can re-use the 2 ports for each different device (partnership). It means you can use COM7 & COM8 many times. You don't have to create new ports.
I hope this helps & eventually resolve what you're trying to achieve.
