When I created my little APP, I ran it using emulator that's part of the development environment. Did not export it to my Axim.
It certainly appears that everything you need to develop Pocket PC applications is there. Whether the Axim is fully supported or not, I won't know for a few days. I did not see support for the Intel xScale processor. Just SH3, MIPS, and ARM.

If the Arm is included in the SDK it will compile, the XScale is an upgraded version of the Arm Processor. So it will work, just make sure to compile in Arm.
