If you had to do a hard reset the first thing i'd be leary of is not having the latest and greatest patches. Head on over to Dell and grab them and then see if that has any effect on the slowness. The only other thing I can think of is that maybe all the apps you've been running since the hard reset are still running in the background. Load up the task switcher and see if anything is there, multple apps running can slow things down considerably. If you've already tried all of this then sorry, i'm out of ideas, just trying to be helpful.
